interpreting services. It did not provide the quality that was needed, and we
must avoid anything like the same problems again."

problem in itself but an indication of where we might be in relation to the
proposals. Having a system in which the lowest common denominator drives down
prices to the lowest possible level means that we just cannot get the people to
